The default setting at DMV is &quot;no.&quot; The clerk, who just didn&#039;t seem to want to bother with something that was outside her normal daily routine, parried our every attempt to explain the paper trail on the briefly-financed-then-paid-off vehicle. On our third trip to DMV I finally insisted on seeing a supervisor. He came to the counter and, voila!, problem solved, complete with apology.</description>
